An Augmentation of Arms is given at the discretion of the Crown of the West. An Augmentation of Arms is extremely rare in the West kingdom.
From the West Kingdom College of Heralds Website:
"Augmentations are given at the discretion of the Crown, for whatever reason the Crown may so desire. They are an addition to the Arms of the recipient, the form of which is (usually) determined by the Crown and the College of Arms."
