The Queen's Order of Grace is by the Queen of the West to those She finds courteous to all.
From the West Kingdom College of Heralds Website:
"The QOG is given to those the Queen finds courteous to all. Members of this order may wear a medallion of a crowned rose, from which is dependent a pearl."
